at Tehran had been instructed to report immediately if
negotiations were held up ov/ing to negligence or obstruc
tion on the part of Persian Ministers or owing to their
fear of the Shah. This situation now seemed to have
occurred, and he thought therefore that it would be
appropriate for recommendations to be put forward to
the Cabinet as a direct sequel to the last Cabinet con
clusions on the subject.

of action, no further reference to the
Sub-Committee would be necessary, and the
Foreign Office could then arrange for
the necessary submission to the Cabinet.
