Sir R. Hoare to be informed:
(a) That there can he no question of
taking the initiative in bringing the League into Gulf
affairs. If Persia takes the initiative we can then
consider our policy in the light of the situation.
(b) That our ideal is the maintenance of
the status quo, and that if we can secure this we have no
anxiety to conclude a formal treaty.
(c) that it is, however, essential to get
some satisfaction for Bahreinis in Persia and over the
Arab dhows.
(a) That he shoula now approach the Persian
Foreign minister: say that he has been forced to report
to H.JUG. that no progress has been made in the matter of
the treaty aespite^various openings he has given; that the
treaty is in- the view of H.M.G. of importance to Persia
ana not to H.M.G., and that tney regard the resumption or
cessation of negotiations with no special concern; that, cnwj
the other hand, the attitude adopted in the matter by the
Persian Government has produced a most unfortunate im- ■
pression on them; that this impression has been
strengthened by the treatment of Bahreinis and by the
matter of the Arab dhows, and that while, so far as the
treaty is concerned, it is for Persia to consider
whether it is to her interests that Great Britain should
be friendly or hostile, they can no longer acquiesce in
the Persian attituae as regards Bahreinis and the Arab

This volume contains correspondence regarding wide-ranging negotiations that took place between the Persian Ministry of Foreign Affairs and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the British and Persian [Iranian] governments in order to resolve a number of outstanding issues including the status of Basidu.

Arrangement

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.

The papers are arranged in approximate chronological order from the rear to the front of the volume.
