Anglo-U.S. negotiations for a review
of the fusion Agreement continue in
Washington. H.M.G. have told the
Americans that they would b6 prepared
to accept the U.S. claim that the sterling-
balance of the Joint Export/Import
Agency An office of the East India Company and, later, of the British Raj, headed by an agent. (J.E.I.A.) should continue to be
convertible into dollars whenever the dollar
balance falls below 20 million dollars, on
the understanding that sterling area trade
with the combined Zone will continue on
the existing sterling basis. It is regarded
as essential that, if this offer is accepted,
the Agreement shall be subject to review
on 30th June, 1948. No final agreement
has yet been reached, and in any case this
particular issue will form part of a general
agreement on the financing of imports and
the constitution of J.E.I.A.

Further explanations of the dismantling
programme for the Bi-Zone have been
given in answer to some of the most
anxious German enquiries. At a press
conference on the 30th October General
Clay gave the assurance that reparations
would not be exacted from current produc
tion. Mr. Bevin had made it plain three
days earlier that H.M. Government still
objected to the principle of taking repara
tions from current production and that if
any agreement was ever made with the
other Occupying Powers which involved
such current deliveries or some other pay
ment, it could not come out of the present
permitted level of industry. The Com-
mander-in-Chief of the British zone,
Sir Sholto Douglas, further told the
N. Rhineland/Westphalia Cabinet on the
29th October that the present list repre
sented the final list of reparations from
