geographical scope of the work envisaged.
1 he recommendation to be made to the
Health Assembly on the vexed question of
regional health organisations was deferred
to the next session of the Interim Commis
sion, which is to be held at Geneva from
January to 7th February, 1948. It
seMs likely that the Health Assembly in
its turn will further postpone this question
until the trend and scope of the work of
WHO. can be more clearly seen.
Fxpert Committees have been authorised
on a wide range of current problems, while
future lines of work have been determined
on a number of others. Some of these are
concerned with international health prob
lems of the day— e.g., quarantine, yellow
fever—some with social aspects of health—
e.g., habit-forming drugs—some with more
general considerations— e.g., biological
standardisation, unification of pharma
copoeias. Technical responsibilities have
been assumed from the Office International
d’Hygiene Publique, the Health Organisa
tion of the League of Nations and
U.N.R.R.A. A world-wide programme of
fellowships, under which some 200 candi
dates will make special studies, is well
under way. The field services programme
of the health section of U.N.R.R.A. has
been transferred and programmes are
advancing in China, Ethiopia and Greece,
with additional missions in Italy, Poland,
Austria and Hungary. A programme of
co-operative relationships is under way,
with joint committees being set up with
FAO, and assistance being extended to
other specialised agencies of the United
Nations. A technical publications pro
gramme covering epidemiology, health
legislation, and the work of expert com
mittees and related matters has been
instituted.
All these programmes have entailed
considerable administrative planning and
it is felt that they are based on firm
foundations.
It will be seen that, besides international
work on a number of specific medical prob
lems and collaboration with other
Specialised Agencies on nutritional, indus
trial and social questions involving medical
considerations, something has been accom
plished in the way of fundamental organi
sation and of working out the rationale of
world health in the sense of the W.H.O.
Constitution, of getting the basic problems
in their right order and furthering
technical work on them, so that expert
advice may be available on questions
that lend themselves to solution by inter
national effort and to assist member coun
tries to solve their own national problems.
At first sight these results may seem to
be far short of the grand aim implicit in
the Constitution of the W.H.O.; but it is
only by steady application to problems as
they arise that progress can be made
towards such general aspirations; and in
this work of the Interim Commission at
an interesting stage in the development of
international co-operation in health
matters may be found both present realism
and future hope.
