The Anglo-U.S. fusion negotiations
have run into heavy weather, but a fairly
early conclusion of the talks may be at
hand. A crucial point was reached at an
informal meeting on the 25th October
when the U.S. delegation announced their
inability to accept the compromise pro
posals of the United Kingdom. Their
effect would have been inter alia to limit
the liability to convert sterling to a sum of
£10 million. This question of the United
Kingdom’s obligations in regard to con
vertibility is still the core of disagreement
and is considered by U.S. officials as a test
of British good faith. Mr. Draper said
that if no agreement on the review of the
fusion arrangements was reached on the
basis of the American proposals there
seemed no alternative but to make a public
U.S. statement. This can only mean telling
Congress that the United Kingdom has
defaulted. The general implication of the
U.S. proposals for the United Kingdom
dollar position, as distinct from the politi
cal effect of reorganising the Export/
Import Agency An office of the East India Company and, later, of the British Raj, headed by an agent. , would be : to release the
United Kingdom from its obligation to
furnish a 50 per cent, share of Category A
(mainly food) imports in 1948 and from
any remaining obligation in 1947 (the U.S.
wants instead of the latter dollar payment
an offer of as much additional United
Kingdom shipping as possible); to hold the
United Kingdom to its existing obliga
tions, as described last week, to convert
sterling—which the U.S. delegation con
sider would involve some 72 million dollars.
It is particularly important to secure an
agreement which has the approval of
General Clay, who has returned to
Germany with heightened prestige.
Unfortunately General Clay’s anxiety at
the British attitude is such that while the
discussions are in progress and without
consulting the British authorities he
unilaterally ordered the Joint Export/
Import Agency An office of the East India Company and, later, of the British Raj, headed by an agent. not to approve any fresh
contracts which involved selling goods for
