LETTER FROM THE PERSIAN DELEGATE CONCERNING THE
CONVENTION OF ST. GERMAIN.
The Secreta,ry-General has the Honour to
communicate to the Council and the uemoers of the
League, the following letter from Prince Arfa ad
Dowleh. The letter relates to Document C.692.

Translation.
Sir,
Following on my letter of September 18th, 1923,
to the President of the Council, and u. Salanara's report/ on
that letter, the Foreign Office forwaraea to the League of
Nations a letter from His Highness Prince Firouz, o.ated
Paris, 1920, in which he mtimatea his adhesion to the
Convention of Saint Germain.
It should be pointed out that the terms of Prince
Firouz* letter clearly indicate that Persia had no share in
the drafting of this Convention and that, moreover the
intimation of adhesion, made by PrinceFirouz, is accompanied
by the reservation that it is understood that the Persian
Government itself should supervise the execution of the
measures for preventing the illicit traffic in arms in the
zones referred to which are subject to its jurisdiction.
Notwithstanding this reservation, which is of
great importance, the Convention of Saint Germain has never
been ratified by the Persian Parliament, which alone nau
authority to accede to the Convention. The present
