1 Sir,
I am directed by Earl Curzon of Kedleston to
acknowledge receipt of your letter No. P.5656 of the 18th
September enclosing copies of telegrams of the 11th and 14th
September from the Civil Commissioner, Baghdad, on the subject
of Ibn Rashid.
Lord Curzon presumes that Mr. Secretary Montagu
issue instructions to the Civil Commissioner as to tie
line which he should adopt at his forthcoming meeting with
Ibn Rashid, and His Lordship would be glad of an opportunity
of expressing his opinion on the proposed instructions before
they are actually despatched.
in this connection Hi s Lordships invites Mr. Monta
gu’s attention to this Department telegram No. 642 dated the
24th May to His Majesty’s High Commissioner at Cairo on the
A- subject of the proposed negotiations with the Imam of Sanaa,
0 f which a copy was transmitted to you with this Department
letter No. 75632 /M.E.44. of May 26th last, and a further copy
is now enclosed for convenience of reference.
His Lordship ventures to suggest that the general
7 line of policy laid down in this telegram might usefully be
followed in any discussion with Ibn Rashid. The list of auto-
1 nomous rulers there given as those whom His Majesty's Government
are prepared to recognise applies only to those likely to
be affected by any arrangement with the Imam, and was not inten
ded to cover the whole Peninsula or to exclude the recognition
of the autonomy of Ibn Rashid.

The volume contains papers mostly concerning relations between HM Government and Bin Rashid [Sa`ud (II) ibn Abdul Aziz al Rashid], Emir of Hail [Jabal Shammar], in the Nejd region of Arabia.

It includes correspondence regarding: the desire of Bin Rashid for friendly relations with HM Government, and for help and protection from the British Government; HM Government’s decision to open relations and negotiations with Bin Rashid; the suggestion of the High Commissioner for Egypt that he should act as a medium in negotiations between HM Government, the King of Hedjaz (King Hussein), Bin Saud [Ibn Saud] and Bin Rashid; the proposed British mission to Bin Rashid; and the murder of Bin Rashid by Abdullah Bin Tallah.

The correspondence largely consists of copy correspondence between the Foreign Office and the following: the High Commissioner for Egypt (Sir Francis Reginald Wingate, followed by Edmund Henry Hynman Allenby); the Civil Commissioner, Baghdad; the High Commissioner, Constantinople (A Calthorpe); and the Counsellor of the Embassy, Cairo (Milne Cheetham).
