4. It will be observed that in the draft exchange of notes submitted herewith ~
for your approval Kharag Island has been enumerated among the list of places whiVt
Kis Majesty’s ships might desire to visit, and it was, consequently, unnecessary so
to word the draft as to leave open the possibility of visits to places other than those
enumerated. I felt strongly that, m spite of the rather similar pretexts adduced in
respect of Henjam, the Persian Government would much prefer the definite inclusion
of Kharag to an indefinite suggestion that other unspecified places might at anv
moment be visited on a simple notification only. This view has been borne out by
my recent conversation with the Minister for Foreign Affairs, who appeared to see
no reason why Kharag Island should not be mentioned in the list. He did not in
fact, seem to have any clear idea of where Kharag was. I had the impression, when
this question was first raised, that in the past no notification had ever been given,
and that by keeping on friendly terms with the local sheikh these visits had been made
without warning or formalities of any kind. The accompanying copies of telegrams
exchanged with the political resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. will be seen to confirm my impression. At the
same time I fully share the desire of the senior naval officer to regularise a position
which might at any moment lead to the sort of complaint which has become so
familiar in recent years.
5. As stated in my telegrams under reference, the Minister for Foreign Affairs
again assured me that he could not consider the publication of these notes, for fear
that the Russians might make similar claims in the Caspian. In the meantime,
however, I should be grateful if I might be informed by telegraph whether, from the
point of view of His Majesty’s Government, the terms of the draft here submitted
are acceptable, and if so, whether you would wish me to discuss them with Faruki
forthwith. In case the present draft is not approved, it might perhaps be possible,
with a view to saving time, to telegraph in English the amended version or necessary
corrections.
