memorandum found a surprising measure of acceptance, but the
foreign Office continued to show extreme reluctance to be
pushed into active opposition to Persia, .and it looks rather
as though, when we get down to details, they will be very
difficult to budge.

i.ionday is attached. :ou will see that the list is a very
heavy one, and that, in the interests of securing a
provisional agreement on the instructions to be given to Sir
Robert Clive, Ibn Saud, the Kellogg Pact and questions not ^l.

shelved. \ brief will be prepared for the Secretary of
State on the various points in issue. It is extremely
desirable from our point of view that, on the important
questions referred to in paragraph 2 (£) of the .Agenda, and
possibly the question of a l ava! Base on the Musandim
Peninsula (2 (b)), the Committee should endorse the views of
uie chiefs of Staff Committee that no concession shall be
made, and give this to Sir Robert Clive as his first
instruction, leaving the question of the action to be taken
il Persia then makes trouble or threatens the League of
