definite protectorates alon^ the Arab shore, my general
concurrence in their views ic, however, subject to the
following reservations, in the first place, as regards

as to whether the Government of India do not contemplate
tho possibility of the establishment of a protectorate
over the head, and without the consent, of the Sheikh.
The political and international objections to action on
these lines, if indeed this is what the Government of
India suggest, are, in my view, substantial: I remain
of the opinion set out in paragraphs 43-44 of the India
ffice memorandum on Bahrein on page 72 of P.G. 13, and
as at present advised I consider that if a treaty of
