Please see P. 2433/29 and P. 2766/29. We put
to the F.O. tentatively the suggestion that the
removal of the flagstaff might be postponed and used as
a small concession in the final settlement. The F.O.
are not prepared to instruct Sir R. Clive definitely in
this sense, but they are willing to pass on the
suggestion to him as an alternative which he might
adopt if he sees no risk in letting the question lie
nuiet for the present.
It is submitted that in the circumstances we
might concur in the F.O. draft telegram. It is
possible that Sir R. Clive will not use his discretion
to direct the immediate removal of the flagstaff unless
Teymourtache returns to the charge, or unless he sees
some definite sign that its location threatens trouble.
It is of course possible, however, that Sir R. Clive, on
receiving these instructions, will take the initiative,
with a view to improving the atmosphere at Tehran.
In any case, we can hardly object to his being given
discretion on such a point.
As the removal of the flagstaff is to depend
on events at Tehran, it is convenient that the
instructions for its removal, if given, should be
issued by Sir R. Clive instead of through the G. of I.
The F.O. draft telegram reveals a difference
of view between the F.O. and the 1.0. This disclosure
could be removed by substituting for the words “India
Office would prefer” some such words as “this course
would enable you”. But I do not think that we need
suggest the change; indeed, it is possible that the
