With reference to our official letter of May 8th,
enclooing for your concurrence or comments a draft
telegram to Clive at Tehran about arbitration in the
treaties under negotiation with Persia, we have been
asked whether or no we intend Clive to go ahead as
soon as he likes with the suggestion in paragraph 2
of our draft telegram regarding a special arbitration
provision for the Commercial Treaty.
We had intended to leave it to Clive's discretion
when to raise the point. We agree, however, that it
may be well to make this clear. This could perhaps
best be done by adding at the end of paragraph 2,
after the sentence ending - "my despatch No.414 of
"August 24th", the sentence "This proposal for an
"arbitration clause in the commercial treaty only
"may be put forward to the Persian Government now or
"whenever you think best”.

It includes papers concerning the question of what the terms of any such arbitration articles should be, and the question of whether or not an arbitration article should be included in the General Treaty.
In addition, this part includes some correspondence relating to the question of whether or not Iraq would be covered by Article 1 (regarding friendship and non-aggression) of the proposed General Treaty with Persia.
This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
