Your telegram No. 64 (of March 19th). Paragraph
3. Arbitration.
I approve your personal suggestion to Minister of
Court, which may be reiterated as the considered view
of Kis Majesty’s Government in the United Kingdom. You
may add that in their view their signature, and that
of the government of India, of the Optional Clause has
entirely changed the situation. If Persia wishes her
justiciable disputes with either of these, governments
to be settled by arbitration, she has now only to sign
the Optional Clause herself, and by thus joining the
ranks of those who have undertaken the commitments
therein set forth, she will automatically obtain tne
arbitration agreement which she desires.
There is therefore no reason to negotiate a
bilateral arbitration engagement between this country
and Persia as suggested by the Minister of Court in
paragraphs 38 and 59 of his letter of August 20th last,
and no longer any need for an arbitration article to
appear in either of the treaties at present under
negotiation.

This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
