- resumed discussion of general treaty with
Minister of Court yesterday and began by repeating
whap I had said on March 15th about necessity for
mutual confidence if treaty was to be of value.
ne 3ald he had spoken to the Shah of our
conversation and assured me that His Majesty
agreed and was detemined to come to a settlement
a* soon as possible. Our discussion is resumed in
ray immediately following telegram.
It was not Possible yesterday to make much
progress as His Highness was called away to meet
the deputies whom he had summoned in order to
tell them that His Majesty wished the budget passed
this morriingo

This part includes the British draft proposal for an arbitration article in the General Treaty, the Persian Minister of Court’s comments on this draft article, a letter from HM Minister at Tehran (Robert Henry Clive) to the Persian Minister of Court, and draft versions of a proposed arbitration article in a letter from Clive to the Foreign Office, which are all written in French.
