T/e have received a copy of telegram/of April 23rd from
India, about the active and passive defences of Abadan and Bahrein,
and, as promised, I am writing to give you material for a reply.
So far as Abadan is concerned, the appropriate Sub-Comnittee
of the Chief of Staffs Committee is working out a comprehensive plan
for the defence of the area. In the meanwhile, the Local Defence
Authorities have drawn up a scheme which is now being implemented.
At present there are no troops or aircraft at Abadan but a "Rifle
Club" of about 200 men is being formed from the personnel of the
Anglo-Iranian Oil Co* and a balloon barrage is in process of being
establishedj y much of the necessary eqiipment being already on the dte.
Radio Location apparatus is also being set up.
An improvised smoke-screen concealing the refinery area
has been created by burning fuel oil in trenches. Two technical
officers have recently arrived in Abadan to work out an improved
scheme using Haslar Generators. The necessary equipment has been

The Passive Defence at Abadan comprises Air Raid Shelters
for personnel, the erection of anti-blast walls at vital points in
the refinery, and of partition walls to isolate units in the Washery
and other danger areas. Pipes and Oil Lines and Manifolds have been
protected; stores have been dispersed as far as possible in specially
erected steel buildings; flares have been removed from the refinery
area and obscured in the fields areas, and additional fire fighting
equipment has been provided. The oil well-heads have been protected
and camouflaged as far as possible and preparations have been completed
