2. v here a person to whom these arrangements apply sustains a
war injury in the course of the performance of his civil deience
duties, compensation in respect of that injury may he awarded to
hik or, in the eveut of his death as a direct result of the injury, ^
to hie eligible dependants, in accordance with the following
piovisz of those arrangeriente*
3.U') Corpenoatlon under these arrangements shall take such form
and be at such rate or of such mmount os would, by virtue of the
provisions of the relevant scheme, have been appropriate in the
esse of the injured person or of the eligible dependants of the
deceased person if the injured or deceased person had been -
(a) where the relevant scheme is the United kingdom
Scheme, a civil defence volunteer who had sustained
a war service injtiry within the meaning of that
scheme; and
(b) where the relevant scheme is the Indian Bcheme, a
workman who had sustained an injury by accident arising
out of and in the course of his employment within the
meaning of that dcheiaa;
Provided that., if an injured person becomes, or an
eligible dependant of a deceased person is or becomes, resident
in any territory (other than Inuie) where a local ©cherae of
conpeneation for war Injuries is in operation, eo; pensation under
these arrangements may, if the Minister thinks fit, take such fom
and be at such rate o: of such amount as woul4* by virtue of the
provisions of that local scheme, have been approp: late in the case
of that injure.* person or of that dependant if that local scheiiie had
applied to the case*
(2) hhere a person in relation to v.hom the relevant scheme is
the Indian Schezsa was not, at the date of the injury, engaged in any
remunerative occupation, that person shall be ti*eate& for the
purposes of determining the compensation which my be swarded under
these arrangements as though he were receiving at that date such
rerauneration as the Minister considers appropriate in his case*
4* Save in o far as is otherwise expressly provided in these
arrangements, the terns and conditions applicable under the United
Kingdom Schem in the case of war service injury sustained in the
United Kingdom by a civil defence volunteer shall be applicable in
the case of a war Injury sustaine^by © person to wh om these

5* The Minister shall be the sole administrator end

6* In these arrangements the following expressions have, unless
the context otherwise requires, the following meaning namely -

The file contains papers mostly relating to the defence of Abadan (and to a lesser extent other areas of Persia [Iran] and Bahrein [Bahrain]) during the Second World War.

It includes papers concerning the following: the defence of oil installations of the Anglo-Iranian Oil Company (AIOC) at Abadan from air attack and sabotage; an order (Regulation 29 BB of the Defence (General) Regulations, 1939) requiring British subjects and British protected persons in Persia to perform civil defence duties at Abadan, in the oilfields and at Kermanshah; the question of the application of the Regulation to Indian and Dominion British subjects; arrangements for the payment of compensation for war injuries to British subjects and British protected persons in Persia engaged in civil defence duties; and the question of compensation for war injuries for Indian employees of the AIOC in Persia.

The papers consist of correspondence and other papers including:

  • Minutes of the Security Executive Conference on security of oil installations at Abadan, 19 August 1942, and note by the Chairman, 18 August 1942
  • Minutes of a meeting held at the Foreign Office on 31 December 1943 to discuss the application of Regulation 29 BB to Persia
  • A copy of an instrument delegating to HM Minister at Tehran powers of the Secretary of State for Foreign Affairs under Regulation 29 BB
  • A memorandum of instructions for HM Minister at Tehran on the operation of Defence Regulation 29 BB.
