!• Defence Regulation 29BB must be read with the
instrument signed by the Secretary of State under which he
delegates to the Minister all his powers under the Regulation
so far as British subjects in Persia are concerned, subject
only to those limitations which are set out in this instrument.
The first and principal of these are limitations contained in
the instructions which from time to time are issued on this
subject to the Minister by the Secretary of State, of which
this memorandum is the first* Though the Minister is given b
the instrument of delegation powers in respect of the whole o
Persia, he should not, without the permission of the Secretary
of State, exercise them in respect of persons who are not
resident in Abadan, the oil fields and Kermanshah. It is
necessary that these areas should be clearly defined in the
orders issued by the Minister.
2. It should be observed tnat British protected persons
as w 11 as British subjects are covered by this Regulation
(vide paragraph 9 of the Regulation). The expression British
protected persons means persons entitled to have passports so
describing them, that is to say, Persons belonging to British
protectorates, protected states, Indian states, and British
mandated territories.
3. Under paragraph 1 of the Regulation, British subjects
can only be ordered to perform civil defence duties ’’in
"accordance with arrangements made on behalf of His Majesty"?
words which cover so f?r as Persia is concerned all
arrangements made by the Minister or British military
authorities. The words "including arrangements made with any
"authority or persons in that country" cover also joint
arrangements made between British authorities and Persian
authorities or between British authorities and, for instance,
the Anglo-Iranian Oil Company.

4. Paragraph 2 of tlfe Regulation only excludes persons
who have attained 16 but have not attained 00. Under the
instrument of delegation this limit of 16 is raised to 18.
This makes the position correspond with that in Great Britain
where no persons under 18 have been compelled to perform civil
defence duties, although there is statutory power to include
people over 16 years of age* The maximum time which a person
can be compelled to spend on civil defence duties outside his
working hours viz. 48 hours in any period of four weeks,
includes time spent in instruction and training (vide the
definition in paragraph 8). It therefore does not include
time spent by a person on civil defence duties withlr*. the
ordinary hours for which he is v/orking for his employer:

  • A memorandum of instructions for HM Minister at Tehran on the operation of Defence Regulation 29 BB.
