7» It is suggested that the Minister should provide
that persons who want to make application for exemption on
medical or hardship grounds from orders to perform civil
defence duties should make them to the consul for the district
in which they reside, who should decide subject to appeal to
the ! mister* r 1 or the purpose of deciding applications for
exemption on medical grounds applicants should be required to
submit/examination by one of a panel of medical referees
appointed by the Iiinister* The Minister may appoint to the
panel any qualified doctors possessing degrees in any part o°
the British Empire and practising in the areas of Persia
civil defence duties are being imposed, including doctors
employed by the Oil Company, and also any medical officers of
the Armed forces of the Grown in Persia whom the military or
air xorce authorities in Persia win permit to perform this work.
8 * r ' ith reference to paragraph 4 (a) of the Regulation
hesp powers are permissive only but it will probably be necessary
as a first step to order a registration of British subjects and
protected persons in the areas affected. Registration should
at the appropriate British Consulate- Responsibility for
registration may, in the case of the employees of any British
company; be placed upon the employer. It would appear to be
unnecessary to provide for medical examination except in cases
where a person has made application to be exempted on medical 1
grounds«
9. The provisions of paragraph 6 of the Regulation only
apply where civil defence duties are being performed upon
premises occupied otherwise than by British authorities under
the orders of His Majesty’s Government- As, however, the
protection of the premises and installations of the Anglo-
ranian Oil company is the principal reason for the application
ol the Regulation to Persia, this paragraoh has an important
application- It is a condition of the affording of this protection
to the premises of the Anglo-Iranian Oil Company ( and of any
otner company or private person if their premises should be
protected; that the.owner of the premises should pay the
allowances and provide the amenities referred to in this
paragraph of the Regulation for the persons performing civil
defence duties on their premises. It is for the Minister to
iix the rates of the allowances and to prescribe the amenities,
but he should do so after consultation with the management of the
Anglo-iranian Oil Company and he should inform the Poreign
Oil ice of the rates fixed- It is desired to leave the Minister-
discretion in fixing the rates of subsistence allowance, but in
doing this he may have in mind that in Great Britain the
standard rates are 3s. for periodsup to 12 hours and 4s-Gd- for
periods over 12 but not over 18 hours and 6s- for periods over
i8 hours out not over 24 hours. On the other hand this does
not mean that when civil defence duties are performed upon
premises occupied by British authorities no payment is to be
maae for travelling expenses or subsistence allowance and that
no amenities need be provided. On the contrary, it will be the
minister s duty to see that all these things are provided in
these cases. Travelling expenses should include the reimbursement
ol ail reasonable expenses necessarily incurred.
