Financial Secretary
Please see the attached letters dated January 29th from the
Foreign Office to this Office and the Treasuiy regarding
expenditure in connection with the Order to be made ty H.M. Minister
Tehran f obliging British subjects at Abadan to do Civil Defence work.'
2 0 The Foreign Oifice suggest that half this expenditure should
be met from Indian Revenues "in accordance with the general
arrangement in regard to the sharing of expenditure in Persia".
This arrangement however covers only Diplomatic and Consular
expenditure j and the expenditure contemplated in connection with
this Order can hardly be said to be in tViis category. From
paragraph a of uhe Foreign Office letter to the Treasury it appears
that the expenses will fall .into three classes:-
(a) condensation for injuries. (7fe may hope that, with the
improvement of the war situation, Abadan will escape being
bombed, and that in consequence no. payments will have to
be made).
(bj Remuneration for medical referees other than service
personnel. (As there are British troops at or near
Abadan it could probably be arranged that all or most
oX the referees should be British officers).
(c) Payment of allowances to Civil Defence workers in cases
where they are employed on premises occupied by British
autnorities. (l doubt whether Civil Defence duties
will be done elsewhere than on the installations of the
Anglo—-tranian Oil Comp ary, and there the corrpauy will be
responsible for the payment of allowances^

3* So far as I am aware, there have only been two re cent cases
where the Uovemment ^of. India h$.ve been invited, and have agreed*
to share expenditure in connection with Persia outside the strict
limits of jjWLplomatic and Consular expenditure:- v
(a) the construction of some aerodromes in S.E. Persia. But
here the Government of India agreed on the ground that the
> aerodromes were "necessary for the close boraer defence of
India".
(b) The appointment of Consular Liaison Officers to supervise

  • A copy of an instrument delegating to HM Minister at Tehran powers of the Secretary of State for Foreign Affairs under Regulation 29 BB
  • A memorandum of instructions for HM Minister at Tehran on the operation of Defence Regulation 29 BB.
