Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. anticipates difficulty in per-
suading the Sultan to agree to prolong the Treaty, and
urges that task will he greatly facilitated if speedy
assent can he given to the new Municipal taxation proposed
hy the Sultan.
S. Pursuant to Fowlc's letter to the Government of
India Ho. 1412 July 22nd the Sultan h„s now produced scheme
for Municipality, of which taxation hasis in surcharge of
one anna per package liable to customs duty.to he imposed
hy notification on Muscat and British subjects alike. Tax is
not included in those listed in Fowlo’s letter .but Sultan
states harrasi will ho withdrawn simultaneously with the
imposition of the new tax.and no further Municipal taxation
imposed at present. Tax in my opinion is in principle
unobjectionable and in accord with Gulf practice.
3> I had wished to leave the question of Municipal
organisation and taxation until Fowle's return. A.s
however Municipal taxation on British subjects is
regularised by King’s Regulation Ho. 1 of 1935 and in
view of the Sultan’s real interest in question and importance
of time factor,I propose, if Fowle has no objection, to
authorise this tax forthwith in the hope of obtaining
readier co-operation in Treaty matters.
4. in other respects the Sultan’s Municipal scheme,
though not entirely in accordance with Fowle’s suggestions,

This volume relates to the prolongation of the Commercial Treaty (1891) between Britain and Muscat (various spellings used throughout). The correspondence mostly concerns matters involving the replacement of the treaty, including, at certain points, discussion of proposed amendments and revisions. The original treaty was given a term of twelve years and was renewed at regular intervals afterwards, initially for several years at a time, and later on an annual basis. In 1937, at the request of the Sultan of Muscat and Oman [Sa‘īd bin Taymūr Āl Bū Sa‘īd], the two parties entered into initial negotiations for the revision of the treaty.

In addition to correspondence the volume includes copies of declarations (in English and Arabic) extending the duration of the treaty for another year, plus a copy of a draft of the new revised treaty (in English only), dated October 1937. Also written in Arabic are several letters of correspondence between the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. and the Sultan [Sa‘īd bin Taymūr Āl Bū Sa‘īd] (English translations are included).

There is no material covering the period 1915-1930. The file reference, which is out of sequence with both preceding and subsequent files, appears to reflect an error in renumbering.
