Mr. Ballantyne called this morning. He said that
he was probably going to San Francisco this week and was
anxious to talk about the present position in regard to
the unallotted area, as this was a matter which no doubt
his Principals would want to discuss with him. He said
he had had a communication from Mr. Skinner, the chief
local representative of the Bahrein Petroleum Company,
enclosing a copy of a letter from the
Political Agent

working for a company other than the Bahrein Petroleum
Company in Bahrein.
Mr. Ballantyne said he was sure that the B.P.C.
would not want to do anything embarrassing to H.M.G. and
he did not know at all what their reaction would be to the
Sheikh’s communication and to the position as a whole, it
seemed very questionable whether there was oil in any
commercial quantities in the unallotted area and in these
circumstances it was difficult to say what good reason
there could be for P.C*L. to interest themselves in it.
The idea which was floating- in his (Mr. Ballantyne»s) mind
was that possibly some kind of arrangement might be made
whereby B.P.C. and P.C.L. might jointly make an exploration
of the area in order to determine whether or not there is,
in fact, oil in any commercial quantities there. This,
