Board to agree to these terms, but they had, in spite of
his advice, to the contrary, come to the conclusion that
Ibn Saud was merely bargaining, and had instructed Major
Longrigg not to rise above £30,000. As a result ohe
concession had been lost to the standard Oil company of
California and most of the present troubles and difficulties
had followed. I entirely agree with Mr. Skliros and
concurred in his view that it was most unfortunate that the
l.P.C. had lost this opportunity. (Incidentally had the
I.P.C. obtained both the Hasa and the Q,atai concessiono
we might have avoided all our present trouble aoout the
Qatar-Saudi frontier - though I did not, of course, say
this to Mr. Skliros).
7. Mr. Skliros then came round to what was ohe main
object of his visit ~ the possibility of his Company
obtaining an oil concession in the Yemen. I am recording
this part of the interview separately (E.342/260/91).

The file concerns negotiations with Petroleum Concessions Limited (PCL) over oil concession rights in the Bahrain Unallotted Area (also referred to as the Additional Area), i.e. those parts of Bahrain territory not forming part of the concession awarded to the Bahrain Petroleum Company (BAPCO) in 1925. The negotiations principally concerned Muharraq Island and an area around the other islands to the north of Bahrain, and the sea area to the east of Bahrain, including Fasht Dibal [Fasht ad Dībal] and the Hawar Islands.
