bir,
I am oonmmJed ty the Air Council to rolf

letter Bo. 5909C/2b detect the 29th March, 192b, for* a rdin,, a
oopy of a letter from the Foreign Editor of the ’’Tises" to
bir John sVucvWgh uated 2£nd March, 1928, in connection *ith
a proposal that the Basra correspondent of that raper should
trarel to Riyadh to visit the Xing of hadjas and 8ejd.
^ eay that the Air Coancil ooneidor It most
inadTieahla that this visit shoali be senotioned. Apart from
tie political objections oi the High CoMtisBioner for Iratj,
stated in hie telegram lio.183, a copy of which was forwarded to
the Air ministry under cover of the letter under reference,
there are strong operational reasons which r nder such a
project undesirable.
2* The Air Council are chiefly concerned in the situation
which might arise if the correspondent shouli be held hostage
or ill-treated or n^urderei ?hile travelling in Sejd territory.
Although the Foreign Editor of the "Times" states the journey
would be taken at the correspondents own risk:, and in the
event of misadventure the "Times' would not demand that an
expedition should be sent for hie release, it is more than
likely that in such an event rublic opinion would clamour
for some such action to be taken by H.k. Government, buch a
situation would undoubtedly create operational embarras ment,
the extent of which it is impossible to foresee. A further
consideration is that while operations are continuing, even if
no harm should come to the Basra correspondent, if- is clearly
undesirable that an v n gii8hman should be travelling in the area
