My dear Foreign secretary,
May I refer to telegram fio. 963 received
from orlppe on the &th November reporting that, according
to the Japanese Assistant Naval Attache (who stated that
he had uefinite confirmation from Berlin ana Bagdad)
German officers, dressed as civilians, had been passing
through Moscow en route to Iran? The Naval Attache had
asked whether they were to conduct Fifth column activities,
particularly against the oilfields.
H.M* Minister in Tehran was asked whether he
had any comment to make on this report, and in his telegram
No. 395 a of the 2&nd Noveznber, he reported that the informa
tion was correct. About eight German officers had recently
arrived and had taken up civil work. In a further telegram
No. 393 of the 21st November, sir R. Bullard gave some
further information on this matter to the effect that a
German emissary claiming to represent the former German
Minister at Bagdad had approached the Iraqi charge d-Affaires
bearing a proposal for the renewal of relations anu for the
division of Iraqi oil between Iraq, Germany and Italy after
the war. Abadan oil, he said, would go to Russia. h.M*
Minister indicated that he had learned from a very good
source that the emissary referred to was one of the German
officers whose intention to proceed to Iran and Iraq as
civilians was reported in Moscow telegram No. 963 already
referrea to. H.M. Minister added that the Iranian
Government assumed that the Germans Intended to abanaon
Iran to Russia, but they had no definite information.
In the case of Iran you are, I think, aware of
some of the difficulties which we have recently had from an
oil point of view with the ghah, when he threatened to cancel
