Notes.— (a) The customs figures for imports by Nushki for 1907-08 were
for 13 months. As the extra month was in the busy season a deduction of 12
per cent, has been made in the above table.
(b) This table does not include imports by post.
(c) Imports by Nushki and Afghanistan include trade in transit for
Meshed.
The above table makes it clear that whatever set back our trade
has sustained has been due to the total stoppage of imports by the
Bundar Abbas and Ispahan routes and to the diminution of imports
by the Kerman and Yezd routes. Goods arriving by these routes are
all landed at Bundar Abbas or Bushire, and whether our trade has actually
declined or not can only be judged by an examination of the statistics of
these ports for the year. It is quite possible that the closing of the trade
routes referred to (which has been due to the fear of robberies), has only
resulted in an accumulation of goods at the ports which will be set free
when the safety of the routes is more assured and things resume
their normal tone. The tendency, however, which was noticed also in
last year’s report, is for the older routes to be abandoned in favour
of the Meshed (Russian) and Nushki routes—and it is probable that
the popularity these routes lost during the year under report will not
be completely recovered.
The Nushki route, on the other hand, in spite of the bad season, has
continued to grow in favour. The figures for the year as a matter of
fact do not convey a very correct impression of the advance that trade
by iihis route has actually made, for the reason that the heaviest cara
vans of the season arrived just too late to be included in the statistics
for the 12 months. Another point to be noticed, which makes the
impression of the Nushki trade afforded by these statistics an un
favourable one, is that the values of imports by this route are those given
by the Customs Department. The duties levied being specific, no pains
are taken to assess values and either the statement of the trader is
accepted by the customs officer or values are entered according to
invoices. Either method of course results in the values being put down
at too low a figure. The value of goods, on the other hand, that arrive
from Russia by Meshed, for which no customs returns are available, are
entered according to the rates obtaining in the Birjand or Nasratabad
bazars, which are much higher than the invoice rates.
As regards the conditions of trade in the bazars of Seistan and the
Kainat, there is little fresh to record. No hew firms have joined the

The file consists of a printed report on the trade of the provinces of Seistan and Kain [Sīstān and Qā’en] in Persia [Iran] for the Year 1908-1909, by Major Roger Lloyd Kennion, HM Consul for Seistan and Kain. It is Number 4396 of the Annual Series of Diplomatic and Consular Reports. The report was edited at the Foreign Office and the Board of Trade, and presented to both Houses of Parliament of the United Kingdom in January 1910.

The report includes a table of contents, which lists sections including: tabular statements showing currency, weights and measures, and population and products; the movement of trade in articles in which British and Indian industries are principally interested; openings for British trade; the comparative progress of foreign competition; difficulties which the law and practice of the country place in the way of trade; trade routes; concessions to traders; local products; livestock; mines; factories; current prices; the cost of living; population and health; and statistics of imports and exports.
