small colony of Indian traders in the Seistan bazar, and the latter
continue, as reported last year, to charge high prices and set at naught
the old precept enjoining small profits and quick returns.
The Russian shop in the Seistan bazar has been closed.
The Kainat is from a commercial point of view a more important
place than Seistan. Owing to the two provinces having again been
brought under one ruler (one of the hereditary Amirs of Kain), Birjand
has now become the capital of both. It is also the centre of this
part of Persia as regards trade, and caravan roads radiate from it in all
- directions. It possesses a fairly numerous trading class, whose IcafUas
travel backward and forward on the different routes mentioned, the
selection of one or other of them being made according to prospective
profits for the time being—and risks, the latter an all important factor
at the present time of unrest in Persia. The increasing popularity of the
Nushki route has already been noticed, and though no doubt the want
of safety on the other older routes has during the past year given it
some adventitious attraction, there is no doubt that the Birjandi
trader is getting to appreciate its solid advantages to a greater extent
every year.
The following table indicates the value of imports into this province
during the past three years.

Note. —Imports by Nushki do not include goods in transit for Meshed;
imports by Afghanistan do include goods in transit for Meshed.
It will be seen from Table 4 that the exports from Seistan and Kain
to India show a considerable falling-off since the previous year. The
diminution is more than accounted for in the one item of Kanawez
silk* produced in and about Meshed, which was exported to the value
of 6,204?. only in 1908-09 against 13,839?. in the previous year.
* The diminution in exports of silk is ascribed by Seistan traders to
disturbed state of Meshed and difficulty of collecting debts. They also connect
it with low rate of exchange with India which made it more advantageous to
remit money than goods.

The file consists of a printed report on the trade of the provinces of Seistan and Kain [Sīstān and Qā’en] in Persia [Iran] for the Year 1908-1909, by Major Roger Lloyd Kennion, HM Consul for Seistan and Kain. It is Number 4396 of the Annual Series of Diplomatic and Consular Reports. The report was edited at the Foreign Office and the Board of Trade, and presented to both Houses of Parliament of the United Kingdom in January 1910.

The report includes a table of contents, which lists sections including: tabular statements showing currency, weights and measures, and population and products; the movement of trade in articles in which British and Indian industries are principally interested; openings for British trade; the comparative progress of foreign competition; difficulties which the law and practice of the country place in the way of trade; trade routes; concessions to traders; local products; livestock; mines; factories; current prices; the cost of living; population and health; and statistics of imports and exports.

The report includes a map showing trade routes in Seistan and Kain and the surrounding area (folio 3).
