(b) Specific duties are charged on goods imported from the United
Kingdom and India, in accordance with the Anglo-Persian Declaration
*of 1903. Exports are free, with certain exceptions, the chief of which are
live-stock, cereals, ghee, opium and tobacco, raw silk and precious
stones.
It is advisable for traders to acquaint themselves with the Persian
^customs regulations, to avoid^being put to unnecessary loss, particularly
.ns regards tare allowances.
(c) The exportation of live-stock, with the exception of a sufficient
number for the requirements of the Robat garrison, is at present
prohibited.
(d) The prohibition of the export of grain, which has been in
iorce the past few years, was withdrawn early in 1908, owing to the
large stocks of grain lying in the country, but the cost of carriage is
.so high that little advantage was taken of the concession.
(e) The exportation of ghee was restricted by order of the Persian
^Government to 40 kharwars (25,600 lbs.) during the year under report.
Owing to dearness of ghee in Seistan, however, only about one-half
of the authorised quantity was actually exported. Prices rule some
what lower at present, and His Majesty’s Legation has suggested the
total withdrawal of the limitation.
(/) The importation of arms and aniline dyes is prohibited by the
Persian Government.
(g) Trade in lamb-skins has been prohibited from the commence
ment of the current year.
VII. Trade routes .—(1) Seistan to Nushki, via the new trade
route.—Transport contractors have been (1909) appointed with the
sanction of the Government of India at Seistan and Nushki, who work
binder the superintendence of the Consul at Seistan and the Political
Agent, Chagai. The following is a brief abstract of information about
facilities on this route which has been published in English and Persian
for the information of traders
Railway terminus—The Indian railway terminus is Nushki, North
Western Railway (North Western Railway Guide).
Railway rates concemVms.—Rebates are allowed on goods proceeding
ix) or from Persia and Afghanistan as follows -North Western Railway,
two-thirds the freight; East Indian Railway, one-third the freight;
Oudh and Rohilkhand Railway, one-third the freight.
The above applies to goods carried by passenger as well as by goods
4rain.
The rebates are allowed on production of a certificate which should
be obtained from the Tahsildar, Nushki. The most convenient plan
is for railway freight to be paid for goods forwarded in either direction
at Nushki, i.e., prepaid in the case of goods for India, and on delivery
in the case of goods for Persia. (Page 12-b North Western Railway Goods

Special concessions for Persian traders.^Persian, traders and their
servants are granted free passes for travelling on the North Western
and East Indian Railways. Application should be made to His Majesty’s
Consulates or to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Nushki.

The file consists of a printed report on the trade of the provinces of Seistan and Kain [Sīstān and Qā’en] in Persia [Iran] for the Year 1908-1909, by Major Roger Lloyd Kennion, HM Consul for Seistan and Kain. It is Number 4396 of the Annual Series of Diplomatic and Consular Reports. The report was edited at the Foreign Office and the Board of Trade, and presented to both Houses of Parliament of the United Kingdom in January 1910.
