Department doubts if any real advance would be possible
along these lines.
On the question of the size of the "Patrick Stewart
while she is admittedly rather on the large side, the
Resident has already made reference to "rough weather, of
which we have a great deal in the Gulf. Even the 'Patrick
Stewart' could make no progress and had to shelter three days
behind islands. A smaller ship would be worse from the
point of view of seaworthiness . . . ". 'Apart from possible
