The Director of Military Intelligence
presents his compli ents to the Unfler Secretary of
State for India, and begs to forward herewith trans
lations of certain documents which have come into
his hands, from which it would appear that the
well known German agent V/agner may possibly attempt
to return to Herat in order to secure the valuable
baggage left behind at Herat by the Hiederneyer exped
ition, disguised as a member of a Mission to the Austro
German prisoners of war in Turkestan,
Major General Sir William Thwaites realises
that from the documents it would appear that the German
authorities have not sanctioned Wagners proposal, but
in view of the fact that Mr. Bindley has reported in
his telegram No. 69 of the 27th December 1919 that a
Mission is being sent by the Austrian Government to
the prisoners of war in the Black Sea districts and
in Trans-Gaspia, he has telegraphed to the General
fibl' January 1920.
