As Yiscoimt Peel is aware, this Convention was never
ratified, and it is undesirable, on general grounds,
to publish in a compilation of this character an
unratified instrument, possessing no binding force. The
consent of the Turkish Government would moreover be
requisite if this treaty was to be published, in these
circumstances I am to express the hope that this
Convention may be omitted from the publication which it
is now proposed to issue.
