nothing to gain in present circumstances by a transfer
of allegiance to Xoweit, nor - even thou^ja their a «

likely to be willing to consider proposals for their
transfer save in return for some substantial quid pro,
quo . And, as we have other important concessions to
secure from Ibn Baud, it seems best not to dissipate L]
our energies. It is true that the Awazim, if they
were willing wholeheartedly to revert to Koweit, would
ease the problem of defence for the Sheikh, and
relieve His Majesty’s Government of some of tne
contingent responsibility in this respect at present
resting on them. But, in view of their recent
history, I doubt if we could place any real reliance
on them if Ibn Baud, or evaa the Akhwan, were the e
opponents. I submit, thereiore, that, subject to the
course of discussionat the inter-Departmental
conference, we may agree to drop uhis (question.

agreement (though the Foreign Ofiice nave not expressoa
themselves) that an arrangement on the lines originally
proposed by the Sheikh of Koweit and summarised in

The u olonial Office originally felt some doubt as to
the practicability of a solution on these lines, ana
