I have laid before the Lords Gommissioners
of His Majest^s Treasury Sir A* Hirtzel f s letter of
the 5th January last (P.7963) and Mr. Sbuckburgb r s
letter of the 19tb idem (P.98) respecting the
incidence of expenditure on the Arab Missions from
Bahrein and I am to request .you to lay before the
Secretary of State for India in Council the following
reply.
My Lords observe with regret that the
Minister in charge of the G-overnment Hospitality Pund
was on this occasion given little opportunity of
controlling the expenditure which it is now sought to
charge thereon.
The Secretary of State will recognise that
Their Lordships cannot concur in any departure from the
principle that control of expenditure should rest in the
Minister who is responsible to Parliament for tnat
expenditure. They think it well to set out the
recognised conditions for the acceptance of expenditure
