^rom the very beginning Shaiich Isa has been hostile
to the introctuction or the "Order-in-Council". He
considered his authority would he impaired thereby. The
rT Order-in-Couneil" was finally introduced into Bahrain in
Capt.Bray’s (my predecessor^) time, and Shaikh Isa was
persuaded to agree to its terms, only after the most
strenuous fight. Since its introduction Shaiich Isa has
been "kicking" against most of its terms. He especially
has objected to the clauses regarding the Majlis-al-Urfi,
Salifah Court and ’Mahkama al Mushterika (Joint Court).
Capt.Bray managed to get the Majlis appointed just
before he left and the latter sat for a few weeks. Then
came Shaikh Isa’s dismissal of a member without reference to
the
Political Agent

. As this was contrary to the terms of
the "Order-in-Council" on the subject Capt.Bray objected
and demanded an explanation. Shaikh Isa successfully
prevaricated until Capt.Bray went to England, with
Shaikh Abdullah. Since that time no Majlis has sat, as
Captain Bray refused to acknowledge it until such time
as Shaikh Isa gave a satisfactory answer to his actions.
On my arrival in Bahrain, I took up the question, and
after a good deal of difficulty got Shaikh Isa to agree to .
the re-appointment of the Majlis. Shaikh Isa has
stipulated it shall only sit for six months, after which he
hopes Government will allow him no select all the members.
The discussion which I had with Shaikh Abdullah Shaikh Isa’s
son on this matter was submitted in note f?\9in to the
