calling for action against the Amir Haidara for
malpractices and incitement of tribesmen to breaches
of the peace and anti-Government activities. The
Governor reported that the threat of air action might
have to be used, but as a decision on policy had not
been reached, the necessary operations against the
^miir were in the event successfully undertaken by
ground forces. Prom reports so far available it
appears probable that it was in clearing up the
aftermath of these operations that Mr. Davey, Political
Officer, met his death on 17th April.
(vii) Action recommended.
It is suggested in regard to
a) the Ahwar-Habban road incident that the
ultimatum should be issued and air action if necessary
be taken
b) that we confirm the policy laid down in 1943
and that in all cases in which it is recommended that
punitive action be threatened or taken, prior approval
must be obtained and the preliminary conditions as set
out above be fulfilled.
I have discussed this line of action with the
Foreign Secretary and he agrees. I submit now for
your approval. I regret the length of this paper.
