Dear Consulate-General,

Mr. Robin MaughaiTi, son of the former Lord
Chancellor, is at present making a trip through Spanish
^ orth ^rica, Libya, Egypt, Palestine, Iraq
a Special Correspondent of the
Observer . It has come to our notice that he has
also oeen secretljr coriimissioned by Azzam Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. to
report on the situation in North Africa for the
guidance of the Egyptian Palace and the *irab League.

hola of Mr. Maugham as soon as he arrives in Egypt
and to warn him to be careful not to involve himself
too deeply with the ~rab League. In the meantime,
however, you should accept nothing in the bag from
Mr. Maugham and you should only arrange such
facilities for him as would normally be granted to any
other British press correspondent.
. We are sending copies of this letter to Tunis,
Algiers, Tangier, Tetuan, Ca.sablanca, Cairo, Paris,
Karachi and Bagdad, 7/ho are requested to take
the sameaction if Mr. Maugham passes through their
territories.
