NOTE
This letter, addressed to the Thakur Sahib of
Gondal and signed by von Bethrnann-Hollweg, is one of some
25 or 30 of the same kind that were brought to Kabul by a German
mission about the middle of 1915. The chief of the mission
was one von Hentig, who had been employed in the German
Diplomatic Service at Peking, Constantinople, Teheran and
elsewhere. The chief Indian was one Mahendra Partab, a
landholder from near Aligarh in the United Provinces. He went
to Europe after the war broke out, definitely threw in his
lot with the Germans, and going to Berlin was received by the
Kaiser and made much more of than his status warranted.
The object, of course, was to create the impression that really
big Indians were siding with the Germans to bring about the
downfall of the British in India. The other Indian of importance
was Maulvi Barkatullah of Bhopal, who has long been known as an
irreconcilable and has been active in revolutionary work in
Japan, America, Europe and elsewhere.
The mission, on its arrival in Kabul, was not too
enthusiastically received by the late Amir, Habibullah Khan,
who, in exceedingly difficult circumstances, kept a level head
and stood staunchly for the British connection. It is believed
that the mission made the Amir extravagant promises of assistance
in men, money and guns, but the latter took up the line that it
would be time enough to think of assailing the great power of the
British in India when the German promises were fulfilled in
tangible form. As time wore on and it became increasingly
evident that the pledges of the Germane could not be redeemed.

The volume contains correspondence regarding the movements and activities of the Central Powers in Persia [Iran], India and Afghanistan between April 1915 and January 1918. The correspondence is particularly concerned with information gained from German papers left behind in Kerman, Persia, and with German propaganda sent to the Amir of Afghanistan, the Maharaja of Nepal and various Indian rulers.

The primary correspondents are: Government of the German Empire; War Office; British Consul General, Ispahan; British Resident, Nepal; Government of India.

The volume contains several items in German (ff 48-49 and 178-98), copies of some of the documents captured in Kerman. The full list of documents captured is at ff 167-75.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the rear to the front of the volume.

The subject 3443 (German War/Persia) consists of six volumes, IOR/L/PS/10/472-477. The volumes are divided into six parts, with each part comprising one volume.

Foliation: the foliation sequence (used for referencing) commences at the inside front cover with 1, and terminates at the inside back cover with 246; these numbers are written in pencil, are circled, and are located in the top right corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio.

A previous foliation sequence, which is also circled, has been superseded and therefore crossed out.
