I cannot yet give you definite instructions,
pending receipt of information at present being sought
from Sharjah.
2 a Meanwhile please telegraph (a) your opinion
on position of fugitive slaves under Iraqi law, (b)
any further information as to present whereabouts of
slave.
3. I cannot understand why slave desires
manumission certificate. If slavery is illegal in
Iraq (as subject to your confirmation I presume it is)
he cannot be claimed as a slave while in that country,
and having once left the Legation, the diplomatic status
of his master would not enable the slave to be claimed
back*, He is consequently free to proceed as a free
man wherever he wishes except presumably to Saudi
Arabia, without any formal certificate of manumission.
