The humble petition of Shaikh Abdul
Wahab Zajani of Bahrein, Arab, now
detained under police surveillance in
Bombay,
Sheweth :
1. That your petitioner is a resident of Bahrein in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , a
subject of the independent Arab Ruler Shaikh Essa bin Ali Alkhalifa and is of
the age of 67 years.
2. Your petitioner belongs to a very ancient and highly respectable family
of Bahrein and is a Pearl Merchant. As a spiritual Leader of an Arab tribe,
your petitioner is esteemed and respected and occupies a high position in the
tribe.
S. About 3 years ago, your petitioner 5 ^ came to Bombay at a time when
there was considerable excitement and discontent among the people of Bahrein
in consequence of certain highhanded acts of the British Consul. The com
plaints of the leading and respectable inhabitants were disregarded and the
Consul and Consul-General forced Shaikh Essa to abdicate and installed his
eldest son on the Gadi against the remonstrances of the Ruler and to the great
dissatisfaction of his people who resented this interference of the British
officials in the internal administration of a free and independent State in the

4. On your petitioner’s return* to Bahrein about the month of June 1923,
the people appealed to him for the help and advice and they were so incensed
that they seriously contemplated migrating from Bahrein in a body it Ibeir

Throughout the file the papers deal with reports and complaints of the oppression of the Baharna by their Sunni rulers and those connected to them. The British response to the situation is then discussed and communicated. Matters covered include:

  • The need for administrative reform to redress inequalities in the system
  • The proposal to press for the deportation of Shaikh Abdullah, one of the ruling Shaikh Isa's sons and someone thought to be largely responsible for injustices committed against the Shia Baharna
  • Agitation in the Persian press in response to perceived injustices, highlighting Persia's claim to Bahrain
  • The forced retirement of Shaikh Isa and the instalment of his son, Hamad, in his stead
  • Trouble between the Baharna and the Dawasir tribe (loyal to Ibn Saud of Nejd) in Budaiya and the proposal to bombard the village.
