I have the honour to refer to my note of the
17th May last, relative to the unjustifiable action of the
Persian authorities in the Gulf ports in requiring subjects of
the Arab States of Muscat, Oman and Koweit to take out Persian
identity papers.
2. X cannot conceal my surprise that, in spite of the further
communications which 1 had the honour to address to ¥our Higjmess
on this subject, under dates of July 29th and August 26th last,
i have not yet been favoured with any reply.
3. in this connection 1 have the honour to transmit to Your
Highness herewith copy, and translation, of an extract from a
despatch which X have received from His Majesty’s Consul General
at Meshed, from which you will observe that a party of jmscat
subjects, travelling to Persia, were made to pay the statutory
fees levied for Persian passports by the Persian authorities
at Khosrouvi and were, moreover, informed that they would not oe
permitted to return to Muscat unless they took out such passports
4. X must once again protest most strongly to Your Hignness
against the repeated persecution of the nationals of these
Arab States by the Persian authorities in question, and X request
that you will be so good as to cause immediate instructions to be
issued to the competent authorities instructing them to return
the money paid by Jafar Abdul RahiMk and his party at Khosrouvi,
and to arrange for these persons to be permitted to return to
their country without further hindrance.
X avail myself of this opportunity to renew to Your Highnes
tiie assurance of my highest consideration.
