on P. 1240, in regard to the handling of the Bahrein
question in the forthcoming negotiations. We shall no
doubt shortly receive enquiries from the Foreigi Office
as to the line to be taken in reply. One would have
thought that Sir Robert Clive could pursue the process
of exploration of the Minister of Court*s intentions and
of the extent to which he was prepared to go a little
further before getting down to the presentation of a
rather concrete proposal on the lines suggested in his
telegram, ajid the Foreign Office may take this view. In
the last resort the line he suggests is no doubt that which
will have to be followed. In view of the lengthy discussion
which has taken place, both Departmentally and at meetings
f the
Persian Gulf
The historical term used to describe the body of water between the Arabian Peninsula and Iran.
Committee at which Sir Robert Clive was
present, on the impossibility of giving any practical help
to Persia to deal with sinu^ding in the Gulf, it is
surprising that at this stage he should still be prepared
j to suggest that we should offer a helpful attitude in the
matter. It would, of course, be open to His Majesty*s
Government to offer their good offices, but there is really
little point in making an offer the hollowness of which
would very shortly be exposed.
From a separate submission it will be seen that
it has now been necessary to cancel the authority given a
few days since to Sir Robert Clive to suggest a possible
internationalisation of the_Shatt-el-Arab as a solution of
: that difficulty.
The Debt. It will be remembered that Sir Austen
Chamberlain was opposed to addressing any formal
representation to the Persian Government on the question
of the Persian debt. This Office took the opposite view.
It v.ill be seen that, despite the strong lead given him
against^ Sir Robert Clive is in favour of making

The volume deals with the campaign in the Persian press for their historic claim and against British interference in Bahrain. Extracts and clippings from Persian and British newspapers are included throughout the volume.
