I have the honour to state that reports from Khan
Bahadur Saiyid Siddiq, Indian Assistant at Bahrein, show that
Persian propaganda in the islands is on the increase*
2. During the month of May His Excellency Shaikh Hamad
showed me a letter he had received from the Kabir of Ali
who ml. complained that Khan Bahadur Muhammad Sharif, a leading
Persian merchant, and *Ali bin Husain the Secretary of the
Manamah Municipality had interviewed him at the Khan Bahadur’s
garden soon after night fall. They asked him to obtain for
them signatures to a memorial to the Persian Government
complaining of the tyranny of the British Government and of
the Al Khalifah family and asking for the inclusion of Bahrein
in the Persian Empire.
I questioned the writer The lowest of the four classes into which East India Company civil servants were divided. A Writer’s duties originally consisted mostly of copying documents and book-keeping. of the letter and ’Ali bin Husain
and decided that there was insufficient evidence to take up the
matter*
Khan Bahadur Muhammad Sharif has many enemies in Bahrein
and the friends of the late Secretary of the Municipality, ’Ali
bin Khalifah, are always trying to discredit ’Ali bin Husain.

The volume covers the interdepartmental discussion over a number of matters relating to Persia's claim to Bahrain, including Persian representation on the island, changes to passport regulations, the question of establishing a British protectorate, Britain's relations with the Arab Shaikhs in the Gulf, the effort to prevent smuggling from the Persian mainland, Persia's relations with the Soviet Union, and how to respond to the Persians, particularly their appeal to the League of Nations in 1927.

The volume deals with the campaign in the Persian press for their historic claim and against British interference in Bahrain. Extracts and clippings from Persian and British newspapers are included throughout the volume.
