Reference my telegram No.75. I entirely agree with thi
Toxitisal Agent’s views and am of opinion that it is useless to
continue negotiations unless there is complete change in
attitude of the Iraq Authorities. I submit that the
first essential is that the Iraq Authorities should comuni-
cate their offer in writing on the lines suggested in my
telegram No,72 of 22nd September. Only thus can the Sheikh
have the assurance of the terms offered correctly representing
rhe Iraq Government's views. Further I hope that a protest
''ill be made against the misrepresentation of H 8 M e Government ? s
views which is not calculated to allay the Sheikh's suspicion.
