We could probably obtain these terms in respect of half the Zone if
fully owned by Kuwait, but Ibn oaud would no doubt raise objections
if we sought to apply them to the whole Zone owned jointly by
Kuwait and Saudi Arabia ana exploitea by a joint company. As
regards defence sites the Admiralty say they have no requirement.
*»e are consulting the bar Office ana Air ministry though vve have
not heard of the likelihood of any' ^uch requirement arising on
their part.
6. I believe the prospects of finning oil are supposed to be
slightly higher in the Worth, i.e.Kuwait half of the Zone, than in
the South, but this would make Ibn Sauu so much the less likely to
agree 10 an eaual aivision. •
Ye should be glad to know whether the Foreign Office or
Iv.inistry of Fuel & Power have any views to offer on the division of
t\ e Zone in the ligl t of the above. I suggest that it would be
useful if Graffty-Smith's views could be obtained.
8. I am sending a copy of this letter to Stock.
