reporting t\aJR\t the Ampco
Engineering Company of Dallas, Texas has asked and been
given the permission of the Sheikh of Koweit to bid for
an oil concession, we are not familiar with this Comapny
nor with the activities of ^r. Peairs in petroleum circles.
1 he ‘-’hell Group, from whom we have made some
enquiries, also do not know much about these people. They
hcve, however, provided us ith some information (deriving from
the Refinery Catalogue of 1944) which indicates that they are c
consulting petroleum engineers primarily concerned with
the design, construction and operationcof refinery plant
and oil irecessing equipment. There is nothing to indicate
that they have any experience of oilfield development or
crude oil production operations.
At this stage, therefore, it does not look
as if they a-e likely to be serious competitors with the
other candidates for an oil concession in the Koweit N eutral
Zone. We are, however, making some more enquiries about
the Company from the Petroleum Attache in 'Washington.
I am sending a copy of this letter to Garran.
Yours sincerely
