Kuwait Neutral Zone
With reference to ny letter of 24th July and to
Washington No*74 Blf u of 29th July, our Petroleum Attache
there has forwarded a cutting from the New York Journal of
Cdarneroe dated 1st August, giving a few su^lementary details
about the American Indepesideni Oil Con^any, which you may care
to pass on to the Politioal Resident.
According to a spokesman of fne Company, no actual
^ negotiations have been started by the group as a whole for any
specific Middle Sast Area or for a share in aiy existing
concession. The rumour that the Arabian iiTaeiioan Oil Company
had been approached respecting the acquisition of a share in the
latter* s Saudi-Arabia concession liua not so far been
substantiated.
The x>artioipating companies, in the American Independent
Oil Conipaiy, are said to be strictly independent, all smaller
than the Phillips Petroleum Company, from which it is inferred
that the Sinclair interests are excluded as well as any other
large oampanias rumoured to be exploring Middle Sast oil
possibilities.
The new organisation appears to hare strong backing from
the State Department, which has long been interested in having
more American concerns, particularly independents, p^articipate
in the development of Middle East oil.
