Following Hyman's letter to Mitchell of 9th Augu&t, and my
subsequent conversations with you *aid Reed, Victor Butler had two
short interviews with Jacobsen^ iresident of the Amerada Petroleum
Corporation, and forred the view that he does not really expect to
get the concession, but that, if he doos, he will cert a nly en
deavour to come to terms with the Arabian/American Oil Company who
hold Ibn Gaud *3 rights in the Neutral zone.
It appears th t a month or two ago the ^tate Department cir
cularised a number of Independents to the effect that there were
still areas in the Middle iiast for wh ch c ncessions had not yet been
granted and indicating that they would be glad to see them taken up
by American Independent companies. It looks as if Amerada*s interest
_jsjay be largely to please the State Department*
Mr, Jacobsen had been to see the State Department and when he
enquired regarding the probable attitude of the British Government,
the State Department replied that they did not know but would be
very glad to hear if he was able to find out from us over here*
In reply to direct questions he was told tliat;-
(a) as stated in the Anglo-AmciTican Oil Agreement, we believe
in ’’equal opportunity" and that though we were naturally interested
in whether a British car American Company got the concession we would
not regard nationality as a sufficient reason for withholding our
consent. We regarded our right of final approval as being in the
nature of an obligation to ensure that the Sheikh did not get himself
tied up with irresponsible persons and that the terms of any agreement
-were reasonable and fair;
