^ Dear Major Tandy; ^
The Consulate recently received a communication from
the Department of State instructing it to inform interested
Kuwaiti officials, in whatever manner seemed most appropriate,
that whereas the Department of State approves of all reputable 1
American companies participating in the bidding for the Neutral]
Zone oil concession, it does not, however, support or sponsor
the bidding of any particuler American company. It desires to (
follow a policy of complete impartiality vis-a-vis competing
American interests.
I wonder if you would be so kind as to bring these views
to the attention of His Highness, the Sheikh, and inform him
that he should discount any claim that an American company
✓ has made or may make that the State Department especially
approves of and supports its bid as against other bidders?
Vice Consul Jova expects to be arriving in Kuwait within
a few days, at which time I would appreciate it very much if we
could call upon your good offices again In arranging for him
to see His Highness and discuss this matter further.
I hope to get to Kuwait in early March, which I trust will
be before your departure so that I may say goodby and thank you
in person for the courtesies and assistance you have always so
generously extended the Consulate, ’with renewed thanks and
every good wish to you, I am
