3. Disabilities (a) and (b) apply also to Xusoat and
Kuwait* I have not heard of Muscat or Kuwait eubjeots being
arrested on Persian soil for not being in possession of Persian
Identity certificates or for being in possession of travel
documents not recognised by the Persian Gcvermaent but I imagine
this might well happen*
4* I would strongly urge that the Persian Oorernment should
be asked at any rate for the duration of the war to recognise the
de facto position in the Arab States bordering the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran.
and to instruct their officials (a) to accept British travel
documents containing British endorsements, etc*, relating to these
States provided they are in order in other respects and (b) to
allow subjects of these States to visit Persia provided they are
in possession of valid travel documents granted by the British or
their own State authorities.*
5* There is still the difficulty that persons visiting
Persia from the Arab States by sea cannot just obtain Persian
visas at any rate without a delay of several months. The Persian
Government might be asked in such eases to grant visas on landing,
provided the travel documents are otherwise in order.
* I cannot say off-hand to v&at extent these States issue their
own travel documents.
