5. —(1) In this Order words importing the plural or the singular may
be construed as referring to one person or thing or to more than one
person or thing, and words importing the masculine as referring to the
feminine, as the case may require.
(2) Where this Order confers any power or imposes any duty, then*
unless a contrary intention appears, the power may be exercised and
the duty shall be performed from time to time as occasion requires.
(3) Where this Order confers a power, or imposes a duty on. or with
respect to, a holder of an office as such, then, unless a contrary inten
tion appears, the power may be exercised and the duty shall be per
formed by, or with respect to, the holder for the time being of the office
or the person temporarily acting for the holder.
(4) Where this Order confers a power to make any rules, regulations,
or orders, the power shall, unless a contrary intention appears, be constru-
ed as including a power exercisable in the like manner and subject to
the like consent and conditions, if any, to rescind, revoke, vary or amend
the rules, regulations or orders.
(5) This Article shall apply to the construction of any regulations,
ru es, or orders made under this Order, unless a contrary intention appears.
6 . Where this Order refers to any specified Act or Acts of Parliament,
such reference shall* unless a contrary intention appears, be deemed to
inc.ude any Act or Acts amending or substituted for the same.

Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. for the time being, all and every the powers, authorities,
and immunities by this Order granted to him shall, until His Majesty’s
further pleasure is signified through the Governor-General, be vested in
the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. .
8.—(1) The powers conferred by this Order shall extend to the
persons and matters following, in so far as by treaty, grant, usage, suffer
ance, or other lawful means, His Majesty has jurisdiction in relation to
such persons, matters, and things, that is to say:—
(a) (i) British subjects within the limits of this Order.
(ii) Foreigners within the limits of this Order.
(h) The property and all personal or proprietary rights and liabili
ties within the said limits of all persons subject to this Order,
whether such persons are themselves within or without the
limits of this Order.
(c) British ships and ships belonging to foreigners with their boats,
and the persons and property on board thereof, or belonging
thereto, being within the limits of this Order; provided that
jurisdiction oter foreign ships shall not be exercised other
wise than according to the practice of the High Court of
Bombay in the exercise of jurisdiction over foreign ships.
(d) British aircraft and aircraft belonging to foreigners, being
within the limits of this Order.
(e) British subjects outside the limits of this Order on whom a
writ of summons or other process may be served in ac66M-
ance with Rules of Court,

The correspondence is mostly between officials at the Foreign Office, India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and the Government of India, Foreign and Political Department (later, External Affairs). The papers concern the discussion of the need for the order, its drafting, issue, and distribution, as well as its revision in 1939.

Correspondence with the Shaikh of Qatar, Abdullah bin Jassim Al Thani [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], is also included and mostly relates to his wish for assurance of his jurisdiction over Muslim foreigners.

A copy of the order is found on folios 138-153. A copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. is also included, for reference purposes (folios 271-86).
