58. A register of persons subject to this Order (other than corporations)
shad be Kept in the Jt'oliticni Agency An office of the East India Company and, later, of the British Raj, headed by an agent. .
59. Every person subject to this Order (other than a corporation) resi
dent within the limits of this Order shall, in the month oi January of
each year, be registered at the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. . A person subject to
this Order arriving within the limits of this Order shall apply for registra- ^
tion within one month after his arrival, provided that a person who fails
to apply for or to obtain registration within the time limited by this
Article may be registered at any time if he excuses his failure to the
satisfaction of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
60. Where a person is in possession of a valid British or foreign
passport, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. shall, on the first registration of any such
person, endorse on the passport without further fee than that provided
for in Article 63 a certificate of registration in such form as may be
prescribed by the Secretary of State. Where any such person applies
for the renewal of the registration and produces his passport, the renewal
of the registration shall, wdthout further fee than that provided for in
Article 63, be endorsed thereon.
61. Every person, who has not previously been registered, applying to
be registered under this Order shall, unless excused by the Political
Agent, attend personally for that purpose at the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. ; but
any person applying for the renew T al of his registration need not attend
personally unless directed by the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. so to do, provided that
the registration of the wife or wives of a man who is registered under
this Order may, if she or they be living wdth him, be effected without
their personal attendance! being required, and provided also that the
registration of minors, being his relatives in whatever degree, living with
the head of a family who is registered under this Order, may be effected
without their personal attendance being required.
62. A person registered in any register of British subjects established
under the provisions of any Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. which have been repealed
shall be registered under the provisions of this Order, unless the Political
.Agent is satisfied after enquiry that the previous registration was
erroneous or that such person is not entitled to registration under the pro
visions of this Order.
63. Every person shall, on every registration of himself and on every
renewal of the registration, pay a fee of one rupee, or such other fee as
the Secretary of State from time to time appoints. The amount of the
fee so appointed may be uniform for all persons, or may vary according
to the position and circumstances of different classes, if the Secretary
of State from time to time so directs, but may not in any case exceed
3 rupees Indian silver coin also widely used in the Persian Gulf. .
64. Where any person applies to be registered, he shall be entitled
without a fee to the assistance of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in the preparation of
any affidavit that may be required.
65. The Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. may require the production of such evidence
that an applicant for registration is entitled to the status of a British
subject as he may see fit, but subject to such directions as may be issued
by the Secretary of State.

The successor to the Court of Directors. , Political Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and the Government of India, Foreign and Political Department (later, External Affairs). The papers concern the discussion of the need for the order, its drafting, issue, and distribution, as well as its revision in 1939.

Correspondence with the Shaikh of Qatar, Abdullah bin Jassim Al Thani [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], is also included and mostly relates to his wish for assurance of his jurisdiction over Muslim foreigners.

A copy of the order is found on folios 138-153. A copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. is also included, for reference purposes (folios 271-86).
